The word ‘phlegmatical’ (line 1) means stolidly calm, or unexcitable, describes the shark as calm and unexcitable, meaning that the shark is serene and slow moving, captures the very essence of the shark, which is apathetic and lazy unless there is prey to be caught.

The word ‘sot’ gives the impression of a drunkard, which is staggering and red-eyed, with a dull nature.

The words ‘phlegmatical’ and ‘sot’ combine to make the image of a shark the stark contrast to the image of ‘the sleek little pilot fish, azure and slim’ (line 5), in which the phrase ‘azure and slim’ is the perfect idea of a ‘alert in attendance be’ pilot fish. After all, what is more different from a shark then its attendance of a group of alert little pilot fish that are stream-lined and sea blue?

While the pilot fish, ‘azure and slim’ ,are not very intimidating, the shark is a different matter altogether. ‘Before his Gorgonian head’ shows that the shark is a monster and has monstrous head, like the head of the gorgon Medusa.

‘Pale ravener of horrible meat’ describes the shark as a gluttonous animal that eats food in gargantuan amounts, and as gluttony is one of the seven sins, it means the shark as a sacrilegious animal, or one from hell, a messenger of the Devil perhaps, condemning it to the evil side of the world.

These words bunch up to create for the shark an image that is terrifying, slow and dull, even if it describes the pilot fish, because it is a sheer opposition to the shark’s behavior. Making the shark seem scarier then ever.

About the Shark, phlegmatical one,

Pale sot of the Maldive sea,

The sleek little pilot-fish, azure and slim,

How alert in attendance be.

From his saw-pit of mouth, from his charnel of maw,          5

They have nothing of harm to dread,

But liquidly glide on his ghastly flank

Or before his Gorgonian head;

Or lurk in the port of serrated teeth

In white triple tiers of glittering gates,                                   10

And there find a haven when peril's abroad,

An asylum in jaws of the Fates!

They are friends; and friendly they guide him to prey,

Yet never partake of the treat--

Eyes and brains to the dotard lethargic and dull,                 15

Pale ravener of horrible meat.

Herman Melville (1888)
