The Engineer
shall, from time to time, have authority to issue instructions on
the following matters that: 1) any works shall, in the opinion of
the Engineer, be removed and re-executed, notwithstanding any
previous test thereof or interim payment therefor, because the
following items fail to meet the requirements and provisions of the
Contract:
(i) the materials, Plant or workmanship, or
(ii) the design by the Contractor or for which he is
responsible.
